福島県庁内で、地震発生の瞬間を捉えた映像。震度5強。
揺れが始まり、本庁舎の室内では、建物のきしむ音が激しさを増していく。
資料や本なども崩れ落ち、部屋の電気も消える。
異様な事態に、撮影者も部屋から廊下へ、さらに屋外へと、カメラを回したまま、走り出す。
建物から出る瞬間、玄関のガラスが音を立てて割れる。
屋外では、玄関正面にある噴水(池)の水が激しく波立ち、こぼれ、あたりは水浸しになっていく。
いったん揺れが収まるも、いまだ大きな余震が続く。
西庁舎に足を向けると、屋上から煙が出ているのも確認できる。
続々と外へ避難してくる県庁の職員たち。
余震も続き、驚きや動揺を隠せない様子も垣間見える。
地面を見れば、マンホールが陥没したり、外れたり、ガラス破片が散乱していたり、ひび割れが起きたりしていた。
避難指示に促され、屋外に出てきた職員や関係者たちは、皆、近くの紅葉山公園へと避難を始める。誘導する職員らも、「建物から離れて歩くように」と冷静に呼びかける。
いつしか避難所の公園は、避難してきた人々でいっぱいになっていた。

A strong 5 on the JMA seismic intensity scale.The shaking begins and the creaking sound of buildings increases intensity within the room of the main government building. Books and documents fall out, even the lighting in the room. Reacting to the bizarre situation, the owner of the camera heads to the hall from the room, then outside beginning to run, keeping the camera on. The moment he is out of the building, the glass of the front door shatters loudly. Outside, the water from the fountain (pond) across the door creates fierce waves, overflowing and soaking the surrounding area. The shaking stops for a moment, then large aftershocks continue. Facing the east building, one can witness smoke coming out of the rooftop. Governmental employees make their escape outside one after another. Aftershocks continue, and their feelings of shock and fright cannot be masked. On the ground, manholes have caved in or fallen out, pieces of glass are scattered about, and cracks have been created. Employees and those at the scene are instructed to evacuate and they all begin to head up to the nearby Momijiyama Park. Those employees guiding the people calmly instruct them to "stay away from the building as they walk." By this time, Momijiyama Park, the designated evacuation area is overflowing with evacuees.
